The Bottom Line

Under a second term of the Biden-Harris Administration

Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA) implementation activities, along with other climate action, would continue regardless of which parties control the chambers of Congress.

Under a Republican Administration

There would be significant impacts, but full repeal of IRA and IIJA climate and energy programs is extremely unlikely, even if Republicans win control of the White House and both chambers of Congress. The IIJA passed with bipartisan support, and Congress has a long tradition of respecting the funding levels authorized by five-year transportation bills.

Reauthorization of certain IIJA programs in 2026 is uncertain.

Many IIJA programs are set to expire on September 30, 2026, along with the overall federal surface transportation program. Control of the White House and Congress will determine whether certain programs get reauthorized. It also will determine the authorized funding levels attached to each program as part of the broader transportation reauthorization process.
